By FAROOQ JAN MANGAL and ROD NORDLAND KHOST, Afghanistan — At least 18 civilians, including two police officers, were killed on Wednesday by a suicide bomber who attacked an American and Afghan military convoy in this provincial capital, Afghan officials said.
